Sims 4 Floor Level Limit

If i were to try to build one on the second floor it would place it on the first floor.

I would like to build higher buildings. It is urgent origin. Well i can create that but when i remove the floor. There is a tutorial but it s on a site with mods but just google sims 3 9 livable levels and you will find it.
